What is a Short-Term Rental?
A Short-Term Rental, also known as a vacation rental, is the rental of a legally-licensed dwelling unit for periods of less than 90 consecutive days per occurrence.
What is Occupancy Tax?
Occupancy tax is a tax on your gross short-term rental revenues, this tax also applies to hotels. Most counties in North Carolina have an occupancy tax, each county charges its own tax rate. Onslow County has a 3% occupancy tax rate. North Carolina occupancy tax rates for each county can be found on the North Carolina Department of Revenue website. Gross short-term rental revenues include all considerations received for occupancy including all non-optional fees (other than taxes) such as booking/reservation fees; cleaning fees; pet charges; fees for extra vehicles, people, or beds; etc.; and any amounts received from Room Occupancy intermediaries.
Who needs to pay Onslow Occupancy Tax?
Any property owner renting a property for a period of 90 consecutive days or less within Onslow County. It is the owner(s) responsibility to know and comply with all ordinances, resolutions and regulations that apply to short term rentals within Onslow County.
When is Occupancy Tax due?
Onslow County occupancy tax payments are due monthly no later than the 15th of the month following the end of the prior month. If no rental revenues were received, a “0” occupancy tax filing is still required.
How are penalties for late payments calculated?
Occupancy tax remitted online will automatically be charged a $10 per day penalty fee for all payments received past the 15th. All mailed occupancy tax remitted to the Onslow County Finance Department after the 15th of each month will be charged a $10 per day penalty fee for each day past the 15th. All mailed occupancy tax payments must be post marked by the 15th. All mailed occupancy tax payments that do not include the penalty fee for a late payment will be billed separately by Onslow County.
Is a Short-Term Rental permit required?
No, short-term rental permits are not currently required in Onslow County. Should this change in the future, Onslow County will publish the change on their website. Please ensure that you are periodically checking the Onslow County Finance website or local ordinances to ensure compliance.
What is the cost of an Short-Term Rental Permit?
There is currently no cost for a Short-Term rental permit.
Does my short-term rental Permit apply to multiple properties?
No. You are only allowed to short-term rent one dwelling unit per permit in Onslow County. An owner is permitted a maximum of one “whole home” rental and one “partial home” rental, but each short-term rental requires its own permit.
Do I have to display my Permit?
No. A short-term rental permit, which includes visitor emergency owner contact information, is not currently required in Onslow County to be displayed.
Do I also need to obtain a separate business permit?
No.
Do I have to remit taxes for rentals through companies such as Airbnb, VRBO, etc.?
No. Airbnb, VRBO and similar companies typically obtain the occupancy tax from the renters and submits the occupancy taxes for the property. The property owner is ultimately responsible for collection and remittance of occupancy tax. If you are concerned that these companies are not remitting payment on your behalf, please check with them to ensure they are in compliance.
Forms of payment permitted through GovOS for Onlsow County occupancy tax remittance?
Credit Card - Visa, Mastercard, American Express are accepted. Onslow County does assess a convenience fee and your credit card company might also impose a fee.
E-Check - Select e-check during checkout. In doing so, you authorize your bank to send the payment electronically to Onslow County. The County does not pull the money from your account.
How to close my GovOS account?
Log into your account at https://onslowcountync.munirevs.com/ and navigate to the "Manage Your Accounts" section of your Business Center. Select the account you would like to close. On the next page, click the "Closure Request Form" link. Complete the form and click "Submit". Ensure that all questions are answered, specifically the question regarding the reason for the closure request. After submission, Onslow County will be prompted to review your request.
How do I amend a return?
Email Finance_Office@onslowcountync.gov with the following details:
a. GovOS account number and owner name
b. Period you need to amend (i.e. April 2025)
c. If you overpaid or underpaid your original form
d. Brief explanation as to why the form needs to be amended

Where are my tax form, my Action Center is empty?
Your tax forms will be available on the 1st day of the month following the last day of the tax period. For example, the March tax forms will be available in your Action Center on April 1st. If you do not see the forms, simply contact GovOS support for assistance.
Can I manage multiple properties with one login?
Yes. Click add accounts from your user login under “Manage Your Account(s)”. You will need your 6-digit account number and the GovOS activation code to connect to an existing property record.
Can a property have more than one user?
Yes. Each property can have an unlimited number of users. Each user is required to provide the 6-digit Account Number and the GovOS Activation code to be authorized to connect to an existing property record.
I did not receive, or I misplaced the letter with my activation code. What do I do?
Contact GovOS blt.str.support@govos.com or by phone at 888-751-1911 for assistance. Account details will have to be verified. To protect the security on property accounts, you will need written (e-mail) permission from a registered owner or officer of the property for us to provide you with a new activation code.
Can I file a Zero File tax return through GovOS?
To file a zero-file tax form, select your tax form from your Action Center. Then, complete the required information on the remittance, including Gross Rents and any deductions. You will be prompted to confirm your desire to complete the return as a Zero File return.
Can I schedule a payment in GovOS?
For your security, GovOS does not store any payment information in the system. You will need to enter your desired payment information each time you check out.
How do I change the User on a Property?
All users need to register, just as you did, by going to the home page: https://onslowcountync.munirevs.com. Click on the "Go" button under "New Users". Will need the 6-digit account number and Activation Code for the property.
I forgot my password. What do I do?
From the Log In page, click the “Forgot your password” link and follow the instructions that will be e-mailed to the User’s registered e-mail address.
Do I have to login to GovOS to see my alerts and reminders?
No. All alerts are e-mailed to your authenticated e-mail address. When you login to the system, you will also see any open alerts that need to be addressed in your Action Center.
